Senyuk M.D., Pazderin A.V., Sarapulov S.F. (Ural Federal University n.a. the First President of Russia B. N. Yeltsin, Yekaterinburg)
Abstract. One of the most promising tools for ensuring the requirements for emergency control complexes is the use of non-deterministic machine learning algorithms, which allow synthesizing decision rules based on pre-formed data samples. The high speed of these algorithms makes it possible to use them to verify the results of the selection of control actions. The effectiveness of the methodology is demonstrated in a numerical experiment using the IEEE24 mathematical model, for which a verifi cation accuracy of 98.8% was shown with computational costs of 0.082 ms. In conclusion, the main results of the study and directions for future work are presented.

Improving the Efficiency of the Demand Response Aggregator Based on a Holonic Approach
Kolosok I.N., Korkina E.S. (Melentiev Energy Systems Institute, Siberian Branch of the Russian Academy of Sciences, Irkutsk)
Abstract. The article considers the possibility of using a Holonic approach to improve the effi ciency of the Demand Response Aggregator (DR-Aggregator), which is one of the most important applications being created in the UES of Russia during the transition to an intelligent energy system (IES). It is shown that the structure of the DR-Aggregator has the properties of holonic systems, which made it possible to apply a holonic approach to the hierarchical representation of the DR-Aggregator. An approach to creating a holonic demand control system is proposed, which has greater fl exibility, adaptability and intelligence and allows for rapid response to dynamic changes in the system, in particular to market demands.

Soliman I.A.I., Tulsky V.N., Vanin A.S. (National Research University «MPEI», Моscow)
Abstract. This study presents an optimization framework based on a genetic algorithm (GA) for the strategic placement and sizing of fast-charging stations, integration of vehicle-to-grid (V2G) technology, and deployment of reactive power compensation devices. The framework is designed to improve distribution system performance by enhancing power quality indicators and minimizing the costs associated with reactive power compensation devices through an objective function. A range of equality and inequality constraints are incorporated into the optimization problem. Using GA, a fi tness function is formulated to integrate the objective function with these constraints effectively. The framework’s effectiveness is demonstrated through various scenarios on the IEEE 33-bus system, highlighting its capacity to optimize system performance.

The Algorithm of Adaptation of the Model of Distribution Network Action Effectiveness Evaluation When Interacting with the Local Database
Yakhin Sh.R., Galiev R.I., Garifullin M.Sh., Galiev I.F. (Kazan State Power Engineering University)
Abstract. In this article the algorithm of adaptation of the model of distribution network action effectiveness evaluation when interacting with the local database: typical network topology; mode restrictions with regard to the functionality of active-adaptive regulating and sectionalizing devices; technical and economical figures of components and consumer receivers; loads of current and forecasted consumption; registers of planned actions. The process approach and the pseudo-dynamic simulation are used to form the database and to interact with the model. This enables sequential determination of the list of feasible actions and their ranking. The model combines benefits of deterministic and experimental-statistic approaches in adapting to the network, provides tolerably accurate results by using the real parameters and the online data on consumption, including the forecasted load values and generation of actions with random distribution of failure, emergency and intentional disconnections. The criteria consider calculated under-load losses, rated voltage levels in network nodes, frequency and duration of supply breaks, specific damage, specific cost of effect of actions taken and capital investments in appropriate payback terms.

CABLE LINES
Calculations of Ampacity of 6-35 kV Cable Lines
Dmitriev M.V. (FGAOU DPO «PEIPK», Saint-Petersburg)
Abstract. When designing power cable lines (CL), one of the tasks is the thermal calculation of the CL and the selection of a suffi cient cross-section of the core, taking into account the bonding type of the screens and the cable laying conditions. For 110-500 kV high-voltage cable lines, such a calculation is carried out as responsibly as possible, using computer programs, whereas for 6-35 kV medium-voltage cable lines, the project is often limited to a simplifi ed selection of core crosssection, based on catalog values of permissible currents and a system of correction factors. The article demonstrates that this approach to selecting a 6-35 kV cable lines can lead to noticeable errors.

Development of a Predictive Model for Assessing the Risk of Damage to End Cable Couplings, Taking into Account the Infl uence of External Factors
Gvozdev D.B. (PJSC Rosseti Moscow Region), Kiselev A.Yu. (PJSC Rosseti branch – Yakutsk PMES)
Abstract. The article is devoted to the urgent problem of ensuring the reliability of electrical grid equipment under the influence of aggressive environmental factors. Despite the existence of existing methods for predicting failures of transmission line elements, most of them are long-term in nature and do not take into account the dynamic influence of climatic parameters on the technical condition of nodes in the operational period. The paper proposes an author’s mathematical model for the operational assessment of the risk of damage to the end cable couplings of an outdoor installation. The model is based on a comprehensive analysis of cause-and-effect relationships, which made it possible to identify key destructive factors: design features, current current load, absolute values and gradients of ambient air temperature, humidity, solar radiation, as well as a specific wind-cold index. The methodological basis of the study was the Risk Scoring method, adapted to the tasks of the electric power industry. The developed empirical model allows us to calculate the risk index as a weighted algebraic sum of influencing factors, where the weighting coefficients are determined based on statistical analysis of the failure rate or expert assessments in case of data shortage. Based on the risk index, the probability of trouble-free operation is calculated, correlated with one of the four zones of the hazard level scale, which makes it possible to automate decision-making in order to avoid the transition of the current state of the end couplings to a critical one. The proposed approach makes it possible to switch from maintenance scheduling to actual risk management, which significantly increases the operational reliability of cable systems in difficult climatic conditions.
Keywords: cable couplings, accident, damage, reliability of power supply, risk-based approach, predictive model, Risk Scoring, climatic factors, wind-cold index, technical condition.

Formation of Operating Principles of Control Systems for Devices for Changing the Transformation Ratio of a Power Transformer Based on Semiconductor Switches
Parkachev K.N., Tiguntsev S.G. (Irkutsk National Research Technical University)
Abstract. The development of domestic semiconductor power elements currently allows their use in high-voltage AC networks, including for replacing contact assemblies of various switching devices, due to the deterioration of their characteristics during long-term operation of power contacts. In particular, many regional power systems in Russia underutilize voltage regulation capabilities by switching the transformation ratio due to the deterioration of most switching devices in power transformers and autotransformers. Modernizing switching devices using semiconductor elements requires the development of dedicated circuit designs and their integration with an automated control system that takes into account the operating characteristics of semiconductors. This article presents the results of developing a control system for switching devices using triac switches.

Kochetov I.D., Ivanov S.V. (Relematika, LLC), Lyamets Yu.Ya., Nudelman G.S. (Chuvash State University n.a. I.N. Ul’yanov, Cheboksary)
Abstract. The article considers a new approach to building the relay protection based on all available information about the monitored power facility. The information parameters include regulated (from all sides) currents and voltages and parameters of the facility itself. также параметры самого объекта. The result of such information integration is an improved differentiating ability of the relay protection and automation algorithms that helps not only to detect a fault, but to do a more complex thing — to locate it. The presented approach might be used for fault location detection in different power facilities: transmission lines, transformers, reactors, etc. It might be also used in analysis of the correct operation of relay protection and automation devices (including complex faults), in development of new relay protection and automation algorithms for small generation and RES-based grids. Besides, it might be used to manage the energy transition breaks.
